State employees have an opportunity to provide fresh ideas on how to improve state government and be rewarded for it. New ideas can bring you some extra cash and draw recognition from your colleagues.

The State Employee Incentive Bonus Program (SEIBP) and DHHS encourages employee participation through an awards system which includes cash awards and non-monetary awards.

The SEIBP is administered by the NC Department of Administration. Since DHHS is such a large and diverse department, however, our procedure and forms are unique to DHHS
.

A Great Idea can Win Cash and Non-monetary Awards

When employee suggestions are implemented and result in dollar savings, increased revenues or improved quality of services to the State of North Carolinia, employees can receive cash or annual leave awards.

Employees recognized for novel implementation of suggestions may receive 20 percent of the annual net savings realized by the State of North Carolina in the first year that the suggestion is implemented. The amount given to an employee cannot exceed $20,000 per suggestion. When two or more people provide the suggestion, up to $100,000 is distributed equally among the team members with a maximum of $20,000 per employee.

If the state of North Carolina adopts an employee suggestion that provides non-monetary or "quality of service" benefits, the employee then receives a non-monetary award. The award can include up to three days of annual leave and a certificate of recognition.

Eligibility

All full time, part-time and temporary state employees who are paid directly from state funds are eligible to participate in the program.

What Kind of Suggestions Qualify?

Suggestions that are practical, constructive, well-researched and of benefit to the DHHS and our clients are the type that the program would like to receive.

All suggestions are evaluated by a review committee to determine whether they offer improvement in the following areas:

  • safety
  • cost-cutting
  • productivity
  • efficiency
  • conditions
  • services to the public
  • energy resources
  • employee morale

Ineligible suggestions include those which are:

  • currently under consideration
  • already in use
  • complaints and grievances
  • salary/classfication/benefit changes
  • related to enforcement of existing rules or regulations
  • associated with routine maintenance matters or requests for supplies and services that should be available through established channels
  • unresearched and unclear in purpose and demonstrate non-specific practices.

How to Submit Suggestions

2. Carefully think through your idea. The committee is looking for ideas that will make a positive impact. Research and make sure your facts and figures are accurate. Your idea can be a new application of an old idea, but it must result in an improvement over an old method.

3. Outline your suggestion step-by step. Use extra paper if necessary.

4. For each suggestion, include a statement of

  • The present method or practice
  • Your suggestion for improvement and whether it has been implemented
  • The benefits of the idea, including a detailed summary of the savings related to labor, equipment, forms, space, postage, funds, miles, energy, etc
  • The proposed improvements in quality of service as a result of implementation of the suggestion. Drawings and photos are permissible.

Applications are generally reviewed and evaluated within 180 days. Suggestions are accepted throughout the year.
