The 2005 Human Resources Course Catalog provides a variety of course
offerings for all human resources staff. The courses are designed to provide
HR staff with the information necessary to perform day-to-day operations
and encourage skill development to enhance employee proficiency. HR staff
are encouraged to talk with their managers about possible mentoring opportunities
and participation in some of the courses listed in the catalog. Due to the budget constraints, some classes have been cancelled. This page will be updated as funds become available or alternatives are planned.

CLASSIFICATION/COMPENSATION
Applications of Salary Administration
This one-day workshop is designed to aid HR staff in the applications of policies and procedures
addressed in the Basic Elements of Salary Administration workshop. Participants will identify and
reference applicable policy or practice on salary administration decisions, describe the fundamental
steps in evaluating a salary administration issue, weigh the pros and cons of making a decision and
the affects of that decision on employees and management, identify the relevant facts when making
a salary administration decision, and understand to whom to communicate and what information is
pertinent.
Intended Audience:
Salary administration/position control specialists, classification analysts,
human resources managers/assistant managers.
Prerequisites:
Completion of the Basic Elements of Salary Administration workshop. Employees
with six to twelve months in salary administration/position control with this being the primary focus
of their jobs and who have not attended this workshop have priority.

EMPLOYEE AND MANAGEMENT DEVELOPMENT
Basic Presentation Skills
This two-day course provides an overview for staff
who may respond to individual requests or may make presentations to small
groups of employees such as in orientation or in reviewing benefit products.
The course addresses training effectiveness, activities, visual aids, preparation,
and presentation. Focus is placed on the individual identifying and developing
his or her most effective training style. Participants in this course have
opportunities to make various types of presentations from simple introductions
to using visual aids.
Goal
To provide participants with the tools and practice
necessary to increase their effectiveness, confidence, and comfort level
when making presentations.

Human Resources Manager Orientation
This two-day course covers basic survival skills for new HR managers. Participants

Pre-requisites
Participants will be required to read course materials prior to class
and complete pre-class assignments. Pre-class readings and pre-work
take approximately eight hours to complete. Assignments are due to
Employee and Management Development section one week prior to class.
It is also expected that participants have a working knowledge of the State
Personnel Manual prior to coming to class. Class is interactive and
includes hands-on activities, case studies, simulations, and other activities.

Application of HR policies and procedures including recruitment & retention,
job classification and salary administration, employee relations, safety
& health and leave & benefits.

HR as system including organizational relationships.

Relation of DHR with OSP including clarification of the delegation of authority
agreement and communication between the DHR central office and OSP.

Role of the HR as a consultant rather including a review of “Elements
of Professional HR Services”, HR division values and the mentoring process.

An overview of basic budget issues including how positions are funded,
the use of salary reserve vs. lapsed salary, the roles of the HR manager,
agency budget officer & the DHHS budget analyst.

Differences between GS 126 (SPA) employees vs. GS 115-D & GS 115-C
(educators) employees and the transfer of employees between the different
systems including how if affects benefits, leave, appointment types, priorities,
etc.

The process for designating exempt employees designations (managerial exempt,
policy-making exempt, etc.) and how this impacts recruitment and employment
rights.

Unemployment Insurance
This workshop is intended for HR staff who respond
to unemployment insurance questions. It also covers information about
the state cost management program for unemployment insurance.
Participants should review unemployment insurance
policies and guidelines prior to coming to class and be prepared to discuss
the provisions and limitations.

EMPLOYEE RELATIONS
Documenting Employee Discipline
This workshop is intended to provide an interactive session emphasizing the
relationship of good documentation to disciplinary actions. Participants
will learn useful guides for providing assistance to supervisors
in correcting employee behavior. Disciplinary policy ground rules
and principles of documenting discipline, administering discipline,
and equitable treatment will be covered during this one-day session.
Intended Audience:
Employee Relations Specialists and HR staff who frequently provide
consultation to supervisors and employees.

Update
This session covers policy interpretation and application.
The content is dependent on changes to the current law and policy by the

RECRUITMENT
Merit-Based Employment Process
This is an introductory class to familiarize HR Professionals on the policies
and procedures involved in Merit-Based Employment, the roles of hiring managers, overview of
selection tools, postings, and vacancy announcements. This class also covers how to enter
information into PMJOBS.

Selection Tools
The ability to make sound hiring decisions is
a critical skill for supervisors. Hiring managers have an array
of selection tools at their disposal to aid them in identifying
the best applicant for a vacant position. This workshop is designed
to help supervisors and hiring managers use each of these tools
in a valid, reliable, legally defensible manner. The focus of this
training will be on the NC job application, reference
checking, and structured interviews as tools to obtain
information on key hiring elements from each candidate. The steps
for developing a valid, reliable work sample will be discussed for
those situations in which additional information, critical to a
hiring decision, cannot be obtained via the structured interview.

The Interaction of the Family Medical Leave
Act (FMLA), FIL, Workers' Compensation, and Disability Leave
This workshop is intended for HR staff who interpret complex and often
overlapping rules and policies effecting disabled employees. The course
will provide an overview of the basic rules that apply to FMLA, Long
Term Disability including the Falkenberry ruling and Workers' Compensation.
Using case studies, the course will examine eligibility requirements and
benefit provisions. Course participants will have pre-work to review
the policies for each of the above and be prepared to discuss the provisions
and limitations.

Basic Elements of Workers' Compensation
This course provides an overview of the North Carolina Workers' Compensation
system. Included in the overview is compensability determination, form
processing, compensation calculation, claim management, and different closure
options. Review of DHHS procedures and Third Party Administrative processes
are covered.
